"Biocultural Diversity in Cities: Mainstreaming the Legal Protection of Landscapes in Rio de Janeiro, Brazil"

This research project seeks to contribute to the debate on implementation and effectiveness of an international regime on biocultural diversity at the local level. First, it focuses on the relationship between nature and culture and the role of culture in sustainability, particularly regarding cultural landscapes. It then describes the international legal framework related to biocultural diversity, which establishes rights and obligations regarding diversity. State Parties must create and mainstream cultural and biological diversity policies into other policies, especially in development policies at national and sub-national levels. The city of Rio de Janeiro in Brazil was selected as a case study, because it holds a UNESCO World Heritage (Cultural Landscape) site, which is under drivers of pressure, such as developing policies and urban development brought about by the city¡Çs hosting of the 2014 FIFA World Cup and 2016 Olympic Summer Games. This presentation mainly focuses on the Rio de Janeiro Master Plan, because it is the basic instrument for development of urban and landscape policies at the local level. The case demonstrates that, from a legal perspective, the Master Plan is aligned with the international regime on biocultural diversity. However, the legal approach has limitations, because it does not effectively address all drivers that endanger the protected landscape of ¡Èoutstanding universal value¡É, and it also does not cover inhabitants¡Ç behaviour changes. An analysis of the discourse, list of programmes and budget suggests that conservation is not a priority in practice, despite legal innovations. Economic interests still outweigh other dimensions of sustainability. This presentation calls attention to the gaps among discourse, law and practice in the debate on the role of culture in sustainability.
