Clay Shirky, the Internet theorist, says that we are not suffering from information overload, but filter failure. IISD, for the last twenty years, has been providing a filtering mechanism and providing knowledge tools for international policymakers in the areas of environment and sustainable development. Langston Goree, one of the founders of the Earth Negotiations Bulletin, has been creating knowledge products for policymakers since 1992. He discusses these products, the creation of the IISD “curator network” of academics who are tracking international activities in cooperation with the UN’s Chief Executive Board, the highest level management body in the UN system. Beyond the creation of knowledge tools, Goree has also started several very popular electronic community lists, including CLIMATE-L that has more than 21,000 opt-in subscribers and he speaks on the creation of virtual communities of practice‐epistemic communities‐and how to maintain them in an evolving computer-mediated environment.
